  1. Needs and Objectives of the Federal Ombudsman Secretariat

The Constitution of Islamic Republic of Pakistan recognizes the fundamental rights of citizen to dignity of person.For the purpose of creating safe working environment for working force that is free from Harassment, Abuse, and fulfills their right to work with dignity by act of Parliament Act IV of 2010, “Protection against Harassment of Women at Workplace” was promulgated on 9th March 2010 and the office of the Ombudsman at the Federal level was established in pursuance thereof.This Act builds on principles of equal opportunity for men and women and their right to earn livelihood without fear of discrimination. The HQ of this office was established in Islamabad.

COMMISSIONER FOR THE HUMAN RIGHTS REPUBLIC OF TATARSTAN

The Commissioner held a personal reception of citizens in Nurlat municipal district of Tatarstan

In 2018, the Commissioner for Human Rights in the Republic of Tatarstan continues the practice of visiting citizens in the municipal districts of the republic.
On the 5th of July Mrs.Saburskaya conducted personal reception of citizens on Nurlat district, within the framework of which 8 citizens applied to the Ombudsman with questions about disagreement with decision a, within the framework of which 8 citizens applied to the Commissioner with questions about disagreement with the administrative commission decisions, about resettlement from emergency housing. the, on resettlement from emergency housing. Also citizens have sounded the questions connected with the pension and labor legislation and others.
The questions addressed to the Commissioner were resolved during the personal reception – the applicants were given the necessary consultations and explanations. Written appeals were accepted for consideration, a number of questions were taken by the Commissioner under personal control.

 

Meeting to protect citizens’ right to high-quality medical care

                 On July 10, 2018, the Commissioner for human rights in the Republic of Tatarstan, Sariya Saburskaya, took part in a working meeting with Deputy Prime Minister of the Republic of Tatarstan Leyla Fazleeva to protect the citizens’ rights to quality medical care, with the participation of the Minister of Health of the Republic of Tatarstan, Marat Sadykov.
During the meeting, the most relevant issues were discussed by citizens in their complaints and identified by results of field meetings. Among them:

  •  availability of an entry to doctors through the portal of State and municipal services of the Republic of Tatarstan;
  •  organization of patients’ admission;
  •  medicinal provision of the privileged category of citizens;
  •  the ratio of the staffing table with the attached number of residents, as well as the increase in the children’s population over the past 5 years;
  •  Staff shortage of pediatric physicians and specialist narrow specialists;
  •  introduction of additional opportunities in the electronic recording system, which would make it possible to ensure the accessibility of the record to doctors, simplify the recording procedure, thereby reducing the number of complaints and social tension among the population.
  • Some issues have been taken into consideration by the Commissioner for Human Rights in the Republic of Tatarstan and the Minister of Health of the Republic of  Tatarstan.

Seminar meeting concerning explanation of the labor legislation with discussion of law-enforcement practice

                On July 13, 2013, a seminar on the clarification of labor legislation with discussion of law enforcement practices, organized by the Commissioner for human rights in the Republic of Tatarstan, Sariya Saburskaya was held in the executive committee of the Chistopol municipal district.
The seminar became a training ground for managers of enterprises and organizations, personnel and accounting staff, specialists in labor protection services, representatives of local self-government bodies, chairmen of trade union organizations, etc.
Within the framework of the seminar of the meeting, the has noted the topic of observance and protection of human rights in the sphere of labor relations is given special attention. The number of complaints in the sphere of labor relations, is growing every year.
The most common violations in the sphere of labor relations that we face in our activities are violations related to non-payment of full wages or illegal retention of money from wages.
