AZERBAIJAN   Ms Sabina Aliyeva joins as new Commissioner for Human Rights(Ombudsperson) of the Republic of Azerbaijan

Ms Sabina Aliyeva was elected by the Parliament to the post of the Commissioner for Human Rights(Ombudsperson) of the Republic of Azerbaijan on 29 November, 2019 and hence she will be new Commissioner for Human Rights(Ombudsperson) of the Repulic of Azerbaijan.  In a mail the former Ombudsperson Prof. Elmira Suleymanova expressed her sincere gratitude to all members of AOA for joint efforts for promotion and protection of human rights. She further said that it has been great pleasure for her to serve her country as the Ombudsman and do her best to protect and promote human rights and raise the public awareness in this field during her term.

Pakistan     Syed Tahir Shahbaz, Federal Ombudsman Pakistan elected President of Asian Ombudsman Association.

Syed Tahir Shahbaz, Federal Ombudsman Pakistan has been elected  as President of Asian Ombudsman Association (AOA) during International Ombudsman Conference held at Istanbul Turkey; Thereby, Pakistan could retain this honour being held since long in the past. President of the Republic of  Turkey Mr. Tayyip Erdogan inaugurated the Conference. During election process, China proposed  Pakistan for Presidentship, Japan and Turkey seconded the move. Pakistan was elected un-opposed President for next four years. Speaking on the occasion, Syed Tahir Shahbaz thanked all the member countries for reposing confidence on the leadership of Pakistan. The Members  also appreciated the performance of AOA Secretariat in  running the affairs of the Association so well . As result of election, following new Board was constituted:

At the Presentation Ceremony of The Ombudsman’s Awards on 8 November 2019, the Ombudsman of Hong Kong, China, Ms Winnie Chiu, emphasised that the promotion of good public administration is the primary focus of the Office of The Ombudsman’s work. Following its complaint handling and direct investigations, the Office makes recommendations for improvement and proactively monitors the progress of implementation. In addition to holding the annual Awards, the Office has introduced a new incentive of issuing appreciation letters to public officers in recognition of their efforts to resolve complaints.

ARMENIA    Policy fully accepted Ombudsman´s recommendations on arrestees´ rights

The draft decision of the Armenian Government on making changes in the internal regulation of places for keeping arrestees in the RA Police system was submitted for the opinion of the Human Rights Defender of the Republic of Armenia. The study of the project indicates that it fully reflects the recommendations made by the Ombudsman.

The Chief of Azerbaijan Ombudsman Office, Mr. Aydin Safikhanli spoke about human rights reforms in Azerbaijan, national action programs and strategies, increased social wellbeing and the activity of the Azerbaijani Ombudsman in the field of human rights protection and promotion at the OSCE Human Dimension Implementation Meeting held on 16-27 September in Warsaw, Poland. ARMENIA    Human Rights Defender’s statement concerning letters sent to news websites

The competent representative of the RA Investigative Committee gave public clarification that the RA Investigative Committee had sent official letters to the editorial administration of Armlur.am and Hayeli.am news websites with regard to the criminal proceeding initiated into circumstances of the former head of the RA Police Hayk Harutyunyan’s death.

AZERBAIJAN   Combating discrimination takes important place in the activities of Azerbaijani Ombudsman

Ombudsman organizes regular meetings and public awareness campaigns with different groups of population including minorities, local and religious communities in different regions of the country, learning their problems and taking necessary measures in resolving them said Zaur Valimammadli, the chief of the international relations department of the Ombudsman Institution, at the High-Level Conference devoted to the 25th anniversary of the European Commission against Racism and Intolerance (ECRI) in Paris, France. He emphasized the importance of public awareness for identification of hate speech or discrimination cases. He also mentioned that the Ombudsman closely cooperates with international organizations for bringing national legislation in line with international law and standards in effective combating discrimination, hate speech and intolerance. With this purpose Azerbaijani Ombudsman joined the CoE/EU Good Governance Partnership regional project “Strenghening the access to justice through non-judicial redress mechanisms for victims of discrimination, hate crime and hate speech in Eastern Partnership countries”.

ARMENIA    Parliament adopted legislative package based on monitoring of Human Rights Defender

Under the new Constitution of 2015 the mandate of the Human Rights Defender (HRD) has been expanded by including the power to facilitate the improvement of the regulatory legal acts related to human rights and freedoms. Following the Constitutional Amendments, a new Constitutional Law on Human Rights Defender of the Republic of Armenia was adopted in December 2016. Within this constitutional function, a new practice of reflecting monitoring results in draft laws by the HRD Office is being exercised.
