Azerbaijani Ombudsman ensured the rights of stateless person

As a result of the Ombudsman’s immediate reaction the citizenship status of Viktor Seryakov, a Russian origin person who lived in Azerbaijan for a long time without any affirmative document, was determined.

He lost his sight and was placed in the stationary department of Guba District Central Hospital in Azerbaijan for more than 18 months.

Upon the application of the Ombudsman to the Russian Embassy in Azerbaijan for identification V. Seryakov’s citizenship of Russian Federation was confirmed. The Embassy issued a return certificate for V. Seryakov to provide him with a passport. The Ombudsman assisted him to return to Vladimir Oblast of Russian Federation where he was born.

V. Seryakov has no relatives and for this reason following the Azerbaijani Ombudsman’s appeal to the Ombudsmans of Russia and Vladimir Oblast he was placed in the public institution – Rehabiliation center for people without residence..

The Ombudsman of Vladimir oblast expressed her gratitude for sensitive approach to the Russian citizen in her letter addressed to the Ombudsman of Azerbaijan.
