Since the date of globally declaring the pandemic by the World Health
Organization the states take strict measures to stop the further spread of the
new COVID-19 infection. The infection became a serious threat for the life of
mankind. At the same time closing the borders of the countries created
another serious problem for the citizens who want to return to their
homelands.
Since the first days of the special quarantine regime the Ombudsperson of Azerbaijan has paid great attention to ensuring the human rights of all people
living in the country without any discrimination.
It should be noted that, since March of this year the state ensured the return
of more than 20 thousands citizens from abroad to Azerbaijan. For a long time
these people could not return to their homeland due to the closed borders
Upon the initiative of the Ombudsperson, 19 Azerbaijani citizens, who could
not return to the homeland from the Russian Federation due to the
above mentioned reason and were kept in the detention center under difficult
conditions in the Republic of Dagestan of the Russian Federation, were assisted
to return to Azerbaijan.
