RAPID ASSESSMENT/RA (QUICK STUDY) OF THE INDONESIAN OMBUDSMAN REGARDING RESTRICTIONS ON SUBSIDIZED FUEL TYPES OF PERTALITE SND DIESEL THROUGH THE MYPERTAMINA APPLICATION
The Ombudsman of the Republic of Indonesia conveyed the results of the Rapid Assessment / Quick Study regarding the restrictions on subsidized fuels for Pertalite and Solar types through the MyPertamina application to relevant stakeholders, namely the Ministry of State Secretary, Ministry of Finance, Minister of Energy and Mineral Resources, PT. Pertamina (Persero), PT Pertamina Patra Niaga, BPH Migas and Commission VII DPR RI. The Rapid Assessment was carried out simultaneously in 31 provinces through 31 Ombudsman Representative Offices throughout Indonesia, except for the Provinces of NTT, West Papua and Riau Islands.
Hery Susanto, Member of the Indonesian Ombudsman as well as the Main Assistant Supervisor for Maritime Affairs and Investment of the Indonesian Ombudsman (including the ESDM sector) said that the Rapid Assessment carried out was a manifestation of the prevention function mandated in Article 7 letter g of Law Number 37 of 2008 About the Ombudsman RI.
The Rapid Assessment was carried out by directly interviewing 781 respondents in 31 provinces throughout Indonesia spread over 38 cities and 6 districts through gas stations assigned to the MyPertamina application. Sampling was done by purposive random sampling. Respondents surveyed are drivers of private cars under 1500 cc, drivers of public transportation, drivers of goods transport and motorcyclists under 250 cc. A total of 66 respondents from gas station officers were taken from the gas station sample who received the assignment to implement the MyPertamina application .
From the Quick Study that was carried out, the Indonesian Ombudsman found several facts on the ground, including the following:
- The majority of respondents at the gas stations in the survey location are users of Pertalite (76.4%) and Solar (21.4%) subsidized fuel, which are more than users of other types of fuel;
- The majority of respondents (82%) are workers with incomes ranging from <500,000 to 4.5 million rupiah. This shows that the gas station consumer respondents are dominated by the lower middle class;
- The majority of respondents (67.1%) know information about the government’s policy plan to limit subsidized fuels of Pertalite and Solar types;
- The majority of respondents (58.5%) do not know the reason why the government plans to limit the quota for subsidized fuel;
- The majority of respondents (72.9%) have not registered in the MyPertamina application (online/offline) ;
- The main causes of the majority of respondents (72%) have not registered themselves in the M yPertamina application , namely not knowing the technical registration;
- The majority of respondents registered themselves through the M yPertamina application both online (77%) and offline (85%) by the respondents directly (not through other people’s intermediaries/services);
- The majority of respondents who registered online/offline (if through intermediaries/other people’s services) 89% admitted that they did not incur fees, 10% of respondents did not answer questions and 1% admitted that they incurred costs in registering the My Pertamina application ;
- MyPertamina socialization has not been carried out on a massive scale, only limited to certain gas stations through social media information, causing confusion in information and lack of public participation;
- The implementation of MyPertamina is considered not to have been carried out on a massive scale, considering that not all districts/cities and existing gas stations have obtained the facilities or tools used in the MyPertamina program ;
- Community groups such as fishermen, farmers, traders and others still experience difficulties in accessing subsidized fuel due to the far distance from gas stations and the scarcity of subsidized fuel in the field.
