PARTICIPATION OF THE COMMISSIONER FOR HUMAN RIGHTS IN THE REPUBLIC OF TATARSTAN IN THE EXPANDED MEETING OF COMMISSIONERS FOR HUMAN RIGHTS IN THE FAR EASTERN FEDERAL DISTRICT

The commissioner for Human Rights in the Republic of Tatarstan visited Khabarovsk region on a working trip. After an eight-hour fly from Moscow, the Commissioner immediately went to an extended meeting of human rights commissioners in the Far Eastern Federal District. The meeting was attended by the Commissioner for Human Rights in the Russian Federation Tatiana NikolaevnaMoskalkova.

Two issues were put on the agenda of the meeting: protection of the rights of citizens during a special military operation and protection of the rights of persons in places of forced detention.

Within the framework of the V All-Russian Conference “Topical issues of protection of constitutional rights and freedoms of man and citizen: a regional aspect” held in Khabarovsk, the Commissioner for Human Rights in the Republic of Tatarstan, together with regional commissioners, scientists, representatives of authorities, analyzed scientific approaches and practices for the implementation of human rights and freedoms in modern conditions, identified current problems.

In her speech at the conference section the Commissioner focused on an important issue – ensuring the right to education. The right to education is one of the fundamental and inalienable constitutional rights of citizens of the Russian Federation. In the context of the aggravation of negative phenomena in public life, negatively affecting the formation of the younger generation, ensuring the right of the child to education and the rights of students is of particular relevance.

The analysis of citizens’ appeals received by the Commissioner highlights the problems that most concern students and, of course, their parents: these are insufficient places in schools and kindergartens at the place of residence of children, a low level of quality of education for children with special needs and bullying in schools.

It’s a school that the basic qualities for a person are instilled, and a certain future is created for him. And his academic success and mental balance largely depend on how cozy and comfortable the child is at school. And the Office of the Commissioner must, together with the state and municipal authorities of the education system, take comprehensive measures to ensure comfortable learning conditions for children and adults.
