PAKISTAN Federal Ombudsman Pakistan/President AOA addresses International Conference on “Human Rights Protection in Eurasia: Exchange of Best Practices of Ombudspersons”.Addressing the International Conference on 16 November 2022 at Moscow on the important theme of ombudsmanship and the protection of human rights, Mr. Ejaz Ahmad Qureshi, Federal Ombudsman of Pakistan stated that the sanctity and inviolability of human rights is the essential feature of the concept of ombudsmanship and means to achieving the ultimate goal of good governance and the rule of law. Maladministration grows in the absence of human rights while the continued violation of human rights further erodes the system of accountability and dispensation of justice. |

PROVINCIAL OMBUDSMAN PUNJAB-PAKISTAN Head of UNICEF’s Child Protection Program Calls on Ombudsman Punjab Major (R) Azam Suleman Khan.UNICEF’s chief of child protection program, Ms. Daniela Luciani, called on Ombudsman Punjab Major (R) Azam Suleman Khan at his office and discussed matters relating to the protection of children’s rights. Chief Provincial Commissioner for Children of Ombudsman Office, Mrs. Tabana Sajjad Naseer, and Child Protection Officer Zahida Manzoor were also present. A detailed discussion was held about the elimination of online harassment and exploitation of children, the rehabilitation and protection of affected children and child labour to provide a conducive atmosphere to the little ones. |

PROVINCIAL OMBUDSMAN SINDH-PAKISTAN Provincial Ombudsman Sindh gets Pensionary dues of Rs. 1,729,425 paid to Abdul Wahid Khaskheli.Mr. Abdul Wahid Khaskheli, a retired Government Employee approached the Provincial Ombudsman Sindh, Mr. Ajaz Ali Khan with the complaint that the Chief Municipal Officer, Municipal Committee, Khairpur was not paying pension and other service dues and delaying the matter on one pretext or the other. |

Hong Kong Ombudsman Commends Public Organizations and Public Officers who provided excellent service during pandemic.The Ombudsman, Ms Winnie Chiu officiated at the 25th Presentation Ceremony of The Ombudsman’s Awards today (November 16). She presented the Grand Award of the Award for Public Organisation to the Environmental Protection Department (EPD), the Award for Public Organisation to the Agriculture, Fisheries and Conservation Department (AFCD) and the Department of Health (DH), and the Award on Mediation to the Leisure and Cultural Services Department (LCSD). Individual awards were also given to 61 public officers. |

THAILAND The Signing Ceremony of the Memorandum of Understanding (MOU) between the Ombudsman of Thailand and the Ombudsman for Human Rights and Justice of Timor-Leste.On 2 November 2022, 09.00 hours, at the Centara Grand Hotel Central Plaza Ladprao in Bangkok, Mr. Somsak Suwansujarit, Chief Ombudsman of Thailand, and Ms. Jesuina Maria Ferreira Gomes, Ombudsman for Human Rights and Justice of Timor-Leste, officially signed a Memorandum of Understanding (MoU) on bilateral cooperation between the Ombudsman of Thailand and the Ombudsman for Human Rights and Justice of Timor-Leste. The MoU reflects strong intent and earnestness of both parties to collaboratively enhance efficiency and effectiveness in delivering results. |

AZERBAIJAN Visits to Child Facilities by the National Preventive Group of the Ombudsman.The Ombudsman’s National Preventive Group (NPG) members made unannounced visits to orphanages No. 1 and 2. The purpose of these preventive visits was to ensure that the rights of children of different age groups were well-provided, to eliminate the deficiencies identified during the previous visits, and to study the implementation status of the previously given recommendations, including legal awareness measures within the framework of the “Child Rights Month” announced by the Ombudsman, covering the dates of October 20 – November 20. |

PROVINCIAL OMBUDSMAN SINDH-PAKISTAN Old Mother received service dues of her son on Intervention of Ombudsman Sindh.Mst. Sughar through complaint dated 05.04.2021 alleged about non-payment of service dues i.e. G.P. Fund, Group Insurance and 23 days salary in respect of her deceased son, Arbab Ali, who was Police Constable and solicited intervention in the matter. The Senior Superintendent of Police, Sanghar, reported that salary of 23 days of October-2013. (Rs.26,491/-) and G.P. Fund Rs.134,522/ had been paid. In addition, after taking State Life Insurance Corporation (SLIC) on board, cross cheques of Rs.350,000/- of Group Insurance has also been issued in the name of complainant through SSP Office, Sanghar. |

INDONESIA The Indonesian Ombudsman examines alleged Maladministration of subsidized fertilizer Spread in West Sumatra.As a follow-up to the investigation into allegations of maladministration in data collection and redemption of subsidized fertilizers using Farmer’s Cards in Indonesia, Member of the Indonesian Ombudsman, Yeka Hendra Fatika revealed various findings of problems faced by farmers regarding the distribution of subsidized fertilizers, especially in the West Sumatra region at the conference press conference held in Bukittinggi. |

TATARSTAN Meeting with the Municipal Districts of the Republic on the functioning of the Feedback Portal.Today, Tatarstan residents have at their disposal a number of tools for communication with authorities: the feedback portal “We decide together” based on the Federal State Information System “Unified Portal of State and Municipal Services (functions)”, GIS RT “People’s Control”, appeals through official accounts. Each department has their own developments and practices for interacting with residents, however when monitoring responses to citizens’ messages, there are cases when the deadlines are violated by the performers or responses are not posted. |

UZBEKISTAN An International Expanded Dialogue was Organized on the topic of Women subjected to Harassment and Violence in Central Asia.On November 25, 2022, the Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) Feruza Eshmatova took part in the Expanded Dialogue in Central Asia on the topic: “Combating violence: Women and girls at risk. Eliminate the causes and provide assistance. Strengthening access to justice”. This hybrid dialogue was organized by the Ombudsman of the Republic of Kazakhstan and UN Women of Kazakhstan. The event was also attended by representatives of the Senate of the Oliy Majlis, the State Committee for Family and Women Affairs and the Ministry of Employment and Labor Relations. |

Georgia Special Report on Fulfillment of Tasks laid down in Parliamentary Resolution of 12 July 2021.The special report of the Public Defender of Georgia assesses in detail the performance of tasks assigned to the state agencies by the Resolution of the Parliament of Georgia of July 12, 2021 based on the 2020 Report of the Public Defender of Georgia on the Situation of Human Rights and Freedoms in Georgia.The Public Defender addressed state agencies and local self-government bodies with 360 recommendations in the 2020 parliamentary report. The Parliament of Georgia endorsed approximately 82% of the mentioned recommendations and issued 333 tasks to ensure their implementation. |

INDONESIA Ombudsman study says there is Potential for Maladministration in Land Registration Services and Splitting of Certificates.The results of the Indonesian Ombudsman’s Rapid Assessment stated that there is a potential for maladministration in the process of applying for land service registration for the first time and applications for registration of splitting land certificates. Member of the Indonesian Ombudsman, Dadan S. Suharmawijaya, said that his party found the potential for maladministration in the form of protracted delays, not providing services and abuse of authority. |

KYRGYZSTAN The Institute of Akyikatchy (Ombudsman) of The Kyrgyz Republic Conducted a Monitoring of the safety of School Children in the City of Naryn.Akyikatchy A. Abdrakhmatova received several complaints about the increase in the amount of violence and “school racketeering” and the inaction of law enforcement officers in the Naryn region. In this connection, the regional office of the Ombudsman of the Kyrgyz Republic in the Naryn region, together with the League of Defenders of the Rights of the Child Public Foundation, monitored compliance with the guarantees of safety and rights of students in nine educational institutions in the city of Naryn. |

Georgia Public Defender’s Representatives hold Seminars on Gender Equality and Sexual Harassment in Kvemo Kartli.In November 2022, employees of the Gender and Equality Departments of the Public Defender’s Office of Georgia held a series of seminars on gender equality and sexual harassment for local self-government representatives in the Kvemo Kartli municipalities.The essence of gender, its basic concepts, widespread stereotypes and importance of equal opportunities, as well as the availability of services for victims of violence and the need for support measures were discussed at the meetings. |
